Half of UPPCB posts remain vacant, hampering pollution monitoring

Lucknow: Almost half of the sanctioned posts are lying vacant at the Uttar Pradesh Pollution Control Board (UPPCB). It has raised a question mark about the function of the state’s pollution authorities. As per the information shared by UPPCB in response to a Right to Information (RTI) query, currently the board has the strength of 732 sanctioned posts as of August 1, 2025. Among them, 355 posts are empty; it is nearly 49 per cent.
 

The vacancies have been available in all groups, like A, B, C, and D. The board said it has sent requisitions to the Uttar Pradesh Subordinate Services Selection Commission to fill 115 Group C posts, and the recruitment process is ongoing.

Noida-based environment and social activist Amit Gupta filled the query. UPPCB said 42 junior engineers’ appointment orders were issued between July 2024 and July 2025, out of which 28 joined. Besides this, 41 employees retired.

 

The RTI reply also mentioned that information about compliance with the Supreme Court’s order to fill vacancies by September 30, 2025, could not be shared because the matter is sub judice before the apex court and the National Green Tribunal. Gupta went on to say that about 50 per cent of posts are vacant. This has affected the UPPCB’s ability to monitor air and water pollution.
